When a row on the Event Participants table is updated so that an Event's "Participants Expected" value is exceeded, this routine will turn off Event registrations by setting "Registration Active" to false.
This routine runs every 15 minutes. Note: Event registration closing when the Expected Participants max has been hit is not dependent on this routine. The portal will look at the event participants and count registered and close registration when that number is reached.
